New Zealand’s Healthy Homes Standards has introduced specific and minimum standards for heating, insulation, ventilation, moisture ingress and drainage, and draught stopping in rental properties.
All rental properties must comply with the Healthy Homes Standards by 1 July 2025. It is the responsibility of landlords to ensure their properties meet these legal obligations.
Key compliance dates for Healthy Homes:

1 July 2025: All private rentals must be fully compliant.

1 July 2024: All properties rented by Kāinga Ora and registered Community Housing Providers must have been compliant.

26 November 2022: Changes to compliance timeframes took effect for private landlords.

1 July 2021: Boarding houses were required to comply from this date.

From 1 December 2020: All landlords had to include a statement of current compliance.

From 1 July 2019: Landlords had to sign a statement of intent to comply and keep records proving compliance.

Tenancies between 1 July 2021 – 27 August 2022: Must have complied within 90 days.

Tenancies between 28 August 2022 – 2 March 2025: Must comply within 120 days.
